What is the meaning of the small greek letter "phi" on modern French stamps?

Phil@poste is the section of France's La Poste that prints the stamps. The phi symbol is its abbreviation.

redwoodrandy - On the phi symbol appearing on modern French stamps see http://sebphilately.blogspot.cz/200...n-greek.html

Therefore not all Phil@poste stamps bear the phi symbol. Just those falling under the heading '#1: stamp announced in the philatelic program, that Eslinger called "stamp of the nation" ...' as sebphilately points out in paragraph 3 of the above.

I dont recall ever seeing french on greek stamps.
