I see nothing like it it Scott for Nepal, closest I've found is Poonch - but even those have a bit of a pattern to them. Should I send it to APS to ID it?

Pagoda is quite right. It is from Nepal, and it certainly isn't from Poonch. (Apart from any other consideration, Poonch never issued a blue stamp.)

Look under the 1903 late, very blurred printings on native paper.

I have a blue rectangle from Nepal too. Some design is discernible, but I can't tell if the stamp is upright!

I thought the border looked like a Nepal A1 but did not imagine such a blurred printing. Thanks again!

Nepal isn't my area, but a bit to the south, Barwani State, in India, produced some delightfully blurry blue stamps, too:



Poonch, on the other hand, will always be clearly enough printed to be identifiable:



Which is as close as Poonch ever got to a blue stamp, unless you include the red printings on blue paper:



Anyway, I like to think that printings like the Nepal and the Barwani demonstrate the true legitimacy of these stamps. They were never intended for sale primarily to collectors.
