I found this in as old stash. It appears to be some sort of revenue from the Government of India, Ministry of Information & Broadcasting. Is it a local government wax revenue stamp for the payment of fees for obtaining records or ??. All I have is a cut square (round) of this shown impression.

I would venture a guess (only a guess) that this is not a revenue, but an envelope wax sealing, that would have appeared on the rear of some envelope. Does it look like the item sets on a paper crease/joint? Can't make it out from the scan. These things(wax seals) also showed up on registered envelopes on random places. I may be way off the entire wall here, but that is a possibility for the item. Hopefully someone will be around to correct me, if wrong. Interesting item none the less.

The reverse of the item does show an 'overlap' thus I would agree that it my be a flap seal to show a fee paid for a special service. It does have a numeric value in the seal (lower center)but that could be fiscal or identification of official applying seal. I cannot make out the monetary denomination (if any).
