Anybody Read Kuwait Script (Arabic?)

While going through my old saved mail covers, I came across these four items. They are all from the State of Kuwait, Ministry of Information. There are four shown items. The top three metered mail have overprints (underprints) on the meters, and the fourth is just the common meter usage.

My question is can anybody read what the overprint says? I am thinking first line: "State of Kuwait" second line: "Ministry of Information", but am not sure. The top two are the same and the third looks like it is the same but just extended.

Help?

Hardly a surprise (you guessed as much), but there you have it.

I had suspected it would be something like "Penalty for private use // is a lesson best left unlearned".

If you have been to other Middle East countries, Kuwait is a disappointment. It is also miserable. Got off a plane at 9pm at night, and it was 48C (118F), and my skin felt like I was getting a sun tan in the dark. Daytime temperature was 52C in the shade. Years in Texas did not prepare me for Kuwait.

PS: You can always key your guess into Google Translate in English, and compare their squiggles with your CDS.

Ikey.. Thanks for the translation. I would also assume that the 3rd version is either a machine mess up or a "older" drawn out version.

My correspondent did not say.

Its a right-to-left language, so the ____ elongation might somehow adjust a suffix, but the two versions, letter-by-letter, certainly seem identical to the lightly-trained eye.

I tried chopping-off those last ~3 letters, but the google translation did not budge; this is not a definitive test!

I tried them alone, and got what I think was just transliteration / phonetic garbage.
