Philaglio is a poor man's intaglio, apparently along the lines of OeSD and its Etch Art (although the latter is clearly improving, as recently recorded in these pages). See an article that mentions the Philaglio process at peterjennings.co.uk/articles/Philaglio.pdf
The producer, Thai British Security Printers, wrote in a 2010 press release:
"In the 25th Asian International Stamp Exhibition 2010 held in Bangkok, TBSP showcases a wide range of its latest stamp innovations, including Philaglio – inspired by Intaglio, a printmaking technique in which the image is incised into a surface, TBSP own developed a similar printing technique and coined it Philaglio. The world's first Philaglio stamp is produced in celebrating Cameroon's 50 years of independence."
I have been meaning to track down the 2010 stamp (it's a set, but only this value appears to use Philaglio) and can now show a UPU image of the item in question. Sadly, the president looks as if he has an illness involving many sore-looking spots on his face! Not owning the item at this time I wonder what it really looks like? Maybe I am doing it an injustice.
The image is of Paul Biya, a Cameroonian politician who has been the President of Cameroon since 6 November 1982, although his name appears more to be a stamp designer credit. A photo of him also appears for you to compare interpretation with reality.
