This is NOT a double transfer, the "TAG" variety is a defective transfer; the issue was on the transfer roller that was used on a handful of positions. And yes, it does vary in intensity from position to position.
There are also F grill and E grils with this variety.
I've got one on cover of memory servand s and I know I've got one off cover but neither one is a strong example of the variety.
A quick look on pfsearch.org came up with cert #s 526832 and 467556 which both show also a fact version of the variety, most noticeable in the "T" in "POSTAGE".
It's scarce on F grills as the plate that produced most of them, and the most dramatic examples was retired around this time.
