City rate? + special delivery. I did not think you could do that , but I have a couple at 12 cents myself. Ironically they also do not have special delivery stamps, just additional postage like yours.
pjsstamps: I think you've got it. Checking Beecher and Wawrukiewicz U.S. Domestic Postal Rates, the local delivery between addresses serviced by the same post office would need 2c postage, hence a total of 12c to include special delivery service.
