Hopefully this question is easily answered.

Am I correct in understanding that stamps issued by the Vichy France government were imprinted Postes Francaise, while the stamps NOT issued by the Vichy Gvt say Republique Francaise or RF?

That should be Postes Francaises. Etat Francais and just France were also used.
