I cannot identify this stamp, supposedly 2003 by post mark, but the actual year I think is covered up by "8" of what I think is a printed postage rate. Underneath the printed rate is "J. Carrero Tarijeta Postal".
It's an ATM stamp. ATM stands for Automatenmarken. Dispensed from a postal kiosk, or other such device. The denomination is printed on preprinted label stock at the time of purchase.
