Can anyone explain this rate? If would appear someone added the stamps to an older stampless cover? Why do a fake with a bogus rate?

The CDS postmarks looks like the 1850's type. I doubt this is legit.

I noticed the two different colored circles as well. I'm not even sure how you would do that...

This might have been done 50 or 60 years ago or more, when the stampless had little value and the average collector was far less aware of the ins and outs of postal history.

And the added stamps do not appear to be anything more than space fillers if you were to soak them off. Who knows what the backs of these two stamps are like, but the fronts are so poorly centered that they have the designs clear off into the perforations.
