It is simply what it appears to be, warrehouse is probably spot on.

This stamp was issued in January 1943 to commemmorate the creation of an European Postal Union in Central Europe. Its members were German allies or countries occupied by Germany: Albania, Bulgaria, Croatia, Denmark, Finland, Germany, Hungary, Italy, the Netherlands, Romania, San Marino and Slovakia (interestingly France was not among the members). They did meet in Vienna, but the war had already progressed to an extent that any potential further meetings had little to no value.
With regards to the stamp itself; it was indeed a reprint of a 1923 green 2,5 cents stamp. There is even a misprint; on one block of 100 stamps no overprint was present. So if you have a yellow 2,5 cent stamp without an overprint you might have something. As it is, common although very interesting stamp.
