This probably won't help much, but the last word on the stamp is GEBUHR ... which translates to FEE in English. Funf (with umlaut over the u), of course, is German for 5.

It is. I think it's something to do with import or customs duty, but I am not sure.

Revcollector is essentially correct. It is a Statistics Tax stamp issued by a Customs Office. Certain imports/exports had to be recorded by the Office of Statistics. For this service there was (surprise, surprise) a fee.

As Disraeli almost said 'There are taxes, damned taxes and statistics taxes.'

This is German Empire. In Forbin, this design and value is #8 rose (1880-87) or #14 carmine (1907). On my screen, I'd say carmine.
