Can anyone help identify this stamp? (I have only a simplified catalogue, and cannot locate it.) Ostensibly, it is 1952, Gibbons Type 154, but DECIMAL currency. Issued as a commemorative perhaps?

This comes from SG MS2326 a miniature sheet of 9 plus one label. Issued on December 5th 2002.

Two phosphor bands. The sheet is beautiful.
