I would like to tell me how often you see this. The gum is on picture or the stamp printed wrong side. Of course the person how mail this stamps put his own glue to stick it on the envelope.
Hi, these stamps are printed on laquer-coated paper (Mi. 5748-52 Papier mit Lacküberzug). The soviet samps I have are all CTO, these are postally used. My guess is that when soaked the laquer-coat is affected and it seems to be glue (I collect Austria used, and the austrian issues with laquer-stripes are often smudged when soaked)??
I agree with Wadmalatz. In the late 1980s I used to get odd bits of mail from the USSR and all my stamps went like this when I soaked them off. I eventualy left them on piece.
