I do not recognize the script. Is it a fantasy? Has anyone seen this?

This is a 1 Anna Telegraph stamp of Jammu & Kashmir, issued between 1897 and 1910, printed by De La Rue of the UK. It is found either watermarked multiple rosettes or unwatermarked.

In Frits Staal's book The Stamps of Jammu and Kashmir, your stamp is rated 'C' for common.

The scripts are Dogri along the top, Nagari at left and Dogri at right, with Persian at the bottom. These were the three scripts in use in Jammu & Kashmir at the time.
