Maverickx,

I don't notice anything significant on this one. It appears to be an official overprint. This is listed as Scott O28. The 2000 catalogue valued this at $0.20. I assume this is maroon in color but they also list a Carmen Rose entry as Scott O35 (similar value). Stamp was issued between 1882-87.
