It is a Chinese revenue stamp depicting the Great Wall. They marked a tax on all sales and business transactions and quite a lot of bureaucratic applications and transactions as well. In Britain we have VAT; it's pretty much the same thing.

Each town was expected to overprint the stamp with their own identification. Usually they made do with a couple of typographed Chinese letters. Yours seems to have rather a fancy one. I haven't seen one like that before, but given that there were literally thousands towns doing this, you never really expect to see the same thing twice!

Date - very roughly 1st World War period.

Searching ebay under China (search "great wall") you can see this stamp design being offered for $5 and under. It is stated to be a revenue stamp and can be seen with many overprints. I did not see the exact overprint you have but you will see several of them for reference.
