It's called a perforation shift and they vary in value. Without looking at an errors listing I'd suggest if the perf was in the centre of both stamps it would have some value. This one, not so much. The overprint might be worth more than the shift.

The Spanish catalog, Edifil, says that this is the normal condition on stamps of this issue.
