This is a 2 Cent Tobacco Tax stamp, overprinted for Fengtien, later known as Mukden, and these days called Shenyang. You won't find it any of the postage stamp catalogues.
No idea, I'm afraid: I don't collect China. However, I have the impression these Tobacco Tax stamps aren't particularly rare, and Fengtien/Mukden/Shenyang was quite an important place, being right up near the Russian border.
