After googling "hijos de fournier-vitoria", I would guess Spain.

Revenue stamp, municipal tax ? it is from Spain, the center of the vignette is the shield of the city San Sebastiŕn in Northern Spain.

I think is a charity-tax stamp issued by the city council of San Sebastian (in Spanish)- Donostia (in Basque). The capital of the territory of Gipuzkoa in the Basque Country (by now, Spain).

The stamp itself was printed by the well known printing works "Hijos de Heraclio Fournier" on the city of Vitoria (in Spanish)- Gasteiz (in Basque). The capital of the Territory of Alava-Araba, and also of the whole Basque Country or Euskadi, as it's called on the Basque language or Euskera.
Most Basque people would called this stamp just "Basque" not "Spanish".

I would date it between 1920 and 1950.

Robert, You won't find it, unless you use an Spanish Tax Stamps Catalog. Scarce and expenssive. Your stamp is not worth more than a few cents, if you're lucky enough to find someone interested on it...

The fiscal stamp shown were available in several denominations (and colors). Here is a link to a set for sale in Spain:

I notice they are printed by Hijos de Fournier of Vitoria, Spain, a famous printer of playing cards. I wonder if he was related to the other Fournier, a famous stamp forger?
