I recently purchased a UV lamp to check for fluorescent paper. What are the best lighting conditions to get optimal results?

Darkness! The darker the better. Most UV lamps are not very strong, and most fluorescent stamps are very weak. You will just have to do some trial and error and see what gives you the best results. But start off with total darkness for best results!
