The pre-cancelling of this issue was done by Canada Post in full sheets for issue to licensed users. It appears that your block was used to mail a letter or package where it received the Hamilton rubber stamp cancel. As to the red dot, it looks like a spot of ink and I doubt that it is constant. Thanks for you info jarnick''' There are 2 more marks I noticed since Gilles le timbre posted his.. Probably not constants either.. First one looks like "Haleys" comet heading towards Canada...haha
