Help Identifying Stamp From Spain With Cyrillic Inscription

Found this stamp as I was working through some Spanish material I have collected. Can't seem to find this one, so perhaps it is a Cinderella label. The inscription under the image appears to be in Cyrillic. At the very bottom is "Fournier Vitoria", perhaps the printer? Any help would be appreciated.

That is not Cyrillic writing. I can't make out the first word, but the next two words are "el Catolico" -- the Catholic.

The first word is "Fernando". A quick search of Wikipedia shows that he was married to Isabella and was the King of Sicily, Aragon and Castile. It was he who sponsored Columbus' first voyage to the New World in 1492.
