I have found this partial block of #118's. The overprint is correct, but there is a secondary overprint I can't put my finger on. Is this a precancel or from one of the oversea offices of Russia?

Looks like a Ukrainian trident overprint from 1918, but I can't tell which. There's a number of overprints from various parts of Ukraine - Kiev, Kharkov etc, each slightly different. And all extensively forged, I read!

Yes it is one of the Ukrainian trident overprints of 1918 listed as Scott 22. with a value of 25c mint. The basic stamp is the Russian 7K value from 1909, overprinted 20k in 1917.

Thank you for pointing me in the right direction, but I find this stamp now listed in the Scott Catalog as Ukraine #28. It is the 20K on 14 K Blue and Rose. These stamps were Russian stamps overprinted with the Trident.
