More Help With France

Hi Everyone, I am still going through all the France stuff I got from a family member, Can anyone help me ID these Scott/Yvert Numbers. Top appears to be a proof? No dollar amount just 00?... What is the middle piece with the Skull, I can't find it listed anywhere is it some kind of Cinderella piece? Last, the cut piece on paper is it anything, cancel maybe? I'm not sure why it was saved? Thanks in advance for the help.

The top 'essai' looks to be for a postal stationery design.

AnthonyUK Thanks for the reply... I found the Skull Sheets on Del Campe "BELGIUM Sheet Tribute to DELPIERRE 1949" It appears to have value, but is this an official Belgium issue or some kind of Cinderella issue, not sure I understand exactly what it is still?

I just noticed this in the bottom header:

Category Stamps > Europe > Belgium > Commemorative Labels

I'm not sure if there is anything special regarding the cancel on the middle item only that it is a nice clear St Quentin CDS and GC 3827 which match.
It is in the middle of the period of use.
