I took a look and the listing for the Scott Stamp Catalogs indicates:

StampNut, what listing is that? The one I referred to has been pulled.

Oops, I see just now it is back, but instead of offering a download, the seller is offering to mail the dvd of the Scott 2008 catalog. I do not see any reference to being an authorized dealer.

Based on looking through the seller's other lots, although he claims to ship from NYC I believe he is from either Eastern Europe or possibly Asia. His English isn't quite there. Some of his banknote lots mention that the serial number received may be different than the one in the image- easy pickings for bait & switch, or worse (forgeries).
