In the early 1960s the Post Office in Thailand decided to start charging Govenment offices for delivering their mail. To get a rough idea of how much to charge, they issued these stamps, and for one year (1963-4) they would only accept government mail if it bore these stamps. There was a full range of values. Yours is 1 baht.
