Do the ne pas levrer labels still attached to Belgian stamps carry a premium? If so, what percentage?

I believe Scott values the stamps with the labels attached. Stamps without labels are worth less.

Yes, you are correct. I found the note in Scott which indicates the values for Sc 60-107 are for labels attached. Those without labels sell for less.

This is unusual in some ways as much less were used without the label. (easy however to just remove the label)

The Belgian Catholic party came to power in the 1880's, Vandenpeereboom was appointed to run the post office.

Hoping to ward off labor unrest, Mr. Vandenpeereboom decided to let postal consumers dictate whether postal delivery should occur on Sunday hence what are now called the Dominical Series"

Understandably, most people simply left the labels on.

Not my area but are envelopes without the label affixed more desirable?
