I compared other copies the spot isn't present on any others.any idea it looks a bit more than stray ink.

looks like a dot of color.
Could be anything, such as a piece of schmutz from the cloth used to wipe the plate, to a position dot. However, it doesn't look like a re-entry.
You'll have to find other examples to confirm that it is a constant feature, rather than a one-off example.

If you are referring to the white lines under the letters, that is not a re-entry - dry printing is more likely.
