Austrian perfins are pretty hard to identify. Usually you need the correct literature which is rather expensive. Sometimes the cancellation may help, but in your case unfortunately it doesn't give any clues to the city/town it was posted.
Nice guess with the British Red Cross - it even has to do something with health business.

A very old drugstore in Vienna (still open by the way) - Apotheke „Zum heiligen Geist", founded in 1551(!)
It's located in the Operngasse 16 in Vienna 01.
You find it in the newest Austria Perfins catalog under "BRC-46", but they also used another perfin "BR-33" during the first years, and just added the "C" later.
The three letter one was used from 1908-1925, and is pretty common. So no real treasure, especially with the ripped side, I'm afraid.
