Don't know if the there's anything special about the postage but the return address and cancel are neat. Does the Philatelic Agency still exist?

Your cover is a penalty overprinted stamped envelope. The post office department periodically overprinted excess stocks of stamped envelopes with a penalty clause and used them for official business.

Philatelic Agency certainly exists in function today, but with changed organizational nomenclature.

The UPSS is in the process of publishing a catalog of these envelopes. Initially there will be sort of a beta version in e-book form, followed later by a print edition.

Hmmm that's interesting. And here I thought the penalty wording was part of the cancel. Thanks, ThomasGallowey.

Eventually this will find its way to ebay where it will most likely be among many others like it. But at least I will have it described accurately.
