it is difficult without a scan to verify the Inscription.
it probably is a Baltic state close to Greece.
Send a Scan when you can.

I might guess Epirus, but it's probably Greece and not a postage stamp.

The KPHTH beneath the figure does point to Crete. It looks like an unlisted postal tax stamp. See Greece RA1.
