Is this normal quality control? In a block of four, the right two stamps appear to be aligned very well on top of each other. In the left two, the bottom stamp appears to be shifted right about 0.32mm as measured on the left and right sides.

Maybe just an optical delusion?

Not unusual as the stamp images were rocked into the plate one at a time. This is fairly common on the early engraved stamp plates some are quite dramatic.
