Here is a cover sent from Seattle Washington to Papeete Tahiti in 1910. The back cancel is a "Foreign Section" cancel. Is this a normal cancel for the time? I thought the outgoing foreign mail went through San Francisco.

Yes, it is normal. While not as common as San Francisco, Seattle, Wa. was a for-of-entry and embarkation for mail going to Canada, and other points like Japan, Korea (Chosen at that time), China, Russia and other parts in the far east.

Or here is one which should NOT have gone to the foreign section since Samoa was a US territory.
