Its a world wide problem,
It seems so but the main culprits appear to be Canada, US, UK
and Australia.
For instance I've received mail on a regular basis from Austria
and have
never received a letter or postcard
where any stamp was not cancelled properly.
Not 50 years ago and not now.
Maybe the reason being it's a small country of only 8 million,
therefore low volume of mail?
Maybe Austria Post wants to make sure it's not loosing revenue?
Maybe they're more efficient?
Some of what I send has been received there with stamps
left uncancelled but they were
not defaced with pen or marker.
Same with all the Canadian domestic mail I receive, which isn't much
anymore, except for Christmas cards and even that's dwindling
year by year.
I would say that probably 10% of mail I get with a stamp
on is not cancelled.
And
not one as I recall was pen cancelled.
Actually from the few pen/marker ruined stamps I've
one was on last years Xmas card from the UK.
Two years ago from the 45 RSVP envelopes (daughter's wedding)
that came back,
four where not cancelled.
And again
none were ruined via pen or marker.
Timm, maybe the marker monkeys are your fellow American
posties.
I know it makes no sense since why would the USPS care whether
Canada Post looses revenue.
