Have you compared that copy to others to see if they are all that way? My guess is they are, but it won't hurt to check. Maybe you've discovered the "Short "Ls" variety! :>)
To me it's an intentional design element intended to maintain a reasonable margin below the elliptical plaque, but only a comparison with other stamps will tell.
