Is This A Bureau Precancel?

I Hate to keep imposing on everybody, but the PSS manuals I've ordered haven't arrived as of yet.

I believe this 7 cent (Scott 639) is a bureau precancel. The line spacing is 13 mm, the letter height is 2 mm, and the word Baltimore is apx 11 1/2 mm, which in my opinion makes it #61. However I was told by another collector that the lines must go all the way across for it to have been done by the bureau.

I would greatly appreciate any feedback on this subject.

I would vote for type 209. Type 61 lines are 13 mm apart.

I was going to say non-bureau also PSS-209. I am not able to get to my collection because I broke my leg, but will try to check/verify tomorrow.

Ok I am changing my opinion, not for the first time :) The 7cent stamp is the bureau print PSS-61. Here is the PSS-209, the line spacing is quite different.
