A while ago I bought a shoe box full of covers. There were a bunch of the Franklin 1 cent embossed "envelopes". So I thought.
I never noticed, until today, Scott has a W designation for embossed wrappers. I've probably looked at that page a dozen times and never saw it. Thought everything was considered an envelope... oops

Both Scott and UPSS catalogs mix them in with the envelopes. I would guess it is because the same dies are used to emboss each.

Wrappers have been mingled with envelopes in the listings since the earliest catalogs, sometimes just part of the numbering scheme, sometimes with specific identifiers, such as a specific range of numbers or the more modern Scott W designation.
