Can someone help me with this. I think it is 1917 imperf. issued after the February Revolution. With Center and face value shifted. The catalog that I am using says these stamps were issues with verticle varnish with no watermark. This stamps is on very thin paper and there is no watermark but no varnish. It is gummed. Thanks

That is what we call printer waste ,it has little value .There are thousands of Russian stamps floating around like this .
