I firmly believe it is. I have the listing that I did not refresh. I can show he won 95% of the full page of listings. And a couple of the items I have seen for sale by the same seller a quite a few times. He keeps reposting it.

Post examples please. A gut feeling because a particular buyer keeps outbidding you and winning "at the last second" does not make it shilling.

If the seller is relisting items that this buyer has won, then yes, it could be shilling, but we need specific examples.

Here is a specific example. I have seen this group of stamps at least 5 times by the same seller. And of course, won by the shill bidder again.

Here is another example:
I have seen this set at least 3 or 4 times by this seller and (of course) won again by the shill. As you saw, 55% of my buying has been from this dealer. I watch his Sunday Canadian auction every week. There are about a dozen examples of groups that are unique that I can identify.

I am a little ticked off at this guy. But I do not want to confront him as he has a lot of material that I like and that I buy all the time. I do not want to get blocked from bidding on his stuff. I could send negative feedback about a dozen times but that would still get me banned from bidding, as you guys have pointed out.

If, as you claim, he is a shilling seller, why would you ever want to support him and encourage those practices?

I just went through all of his completed listings, and you are correct in that he has sold this set multiple times... BUT...

All of the images are different. My guess is that he has multiple copies of this same set and is selling them one by one.

UPDATE: Same thing with the first one you listed. Similar lots but the images are all different. Multiple lots containing similar material.

Not shilling.

I support him because he sells the things I am interested in.
He is my favorite seller. I have bought more from him than anyone else on ebay this year. I bought a lot of nice Hungary in stock cards, Spain in stock cards with a few faulty and repaired items. I like buying countries on Scott pages. He does a lot of that.

His shill bidder bid on 205 items today. All from CK. He lost 2 of the 205 items.

jax,
It is doubtful that any seller would spend the time and money shill bidding on listings going for only a few dollars. But none the less you are hurling accusations on something that cannot be proved. Please move on.

I agree with jaxom100. Look at the bidding history of the person who won - u***7. Within the last 30 days he's bid on 3215 items and 99% of his bids are for CKStamps items. If it walks like a duck and quacks like a duck...
