Does anyone have an opinion as to how this block could have been ordered from Canada Picture Post? (From ebay #191840870711)

Looks like a frog's eye? I do not see a problem - can you not put just about anything you like on these ( within reason, of course ) ?

Supposedly se-tenants cannot be ordered. Could it be 2 different stamps were peeled off separate sheets and reassembled together?

I would not even consider Picture Post stamps as being anything but Cinderellas. To me, they are not even collectable. A black mark on the postal system. Their greed is unfathomable.

I agree with this. I have no use for these in my collection, either.

I disagree with this. I think this aspect of the postal system (personalized stamps) is designed to accommodate the wishes of postal customers. I had a friend that used one of the private producers (Zazzle, I believe), to create a personalized stamp with a photo of him and his fiancee. He bought quite a quantity of them to use on wedding invitations that were mailed out. Sure, he could've used any of the multitude of commem. stamps (or definitives, for that matter), but he was very excited to create his own and make the invitations that much more special.

Yup - BeeSee, I think you're right. Yet the seller does not mention the alteration.
As for the last comments, I collect one example, so that my collection represents the fact that the centres are variable.
