if so what is the value ???

Where?

Ah yes, I didn't see it first time. RR would mean that it's quite rare. A better, larger scan of the stamp would be helpful.

Well,

In my Scott Catalog it is #31. As YeaPolska says, a better scan is needed, but on my monitor I can see a background on the left side of the stamp. A very nice SON cancel, looks like Borisovka, Kursk region. There are three Borisovka's in Kursk region, all three are small towns/villages.

I can't tell anything from the scan. My 2008 Scott Standard Catalog doesn't list a 28Ed.
If it is an 1887 cancel, that would be a clue to it being an 1883-88 version.
Is there a watermark?

It is a stamp from the issue october 1884 - Stamp 1K orange/orange (all orange) with eagle in an oval, without thunderbolts above the eagle.
Michel Nr 29Aa - value for used one: 1.2 €

The standard stamp has a light orange colour background.
The variety without background is not yet quoted by Michel (-,-)

The guy ask 10 Euro for it on Stamp world and it's 28 the D is not part of the #

Please Check link below the picture. definitely not background. Without background quite rare varieties. Ýnverted background 30000 USD. I think without background more highly...
