I really no nothing of precancel rarities, but can tell you that although these two may be scarce, the Ellicott City precancel has a major crease across it, which detracts from any value it may have. Condition is Very important!

PSS values: each 0.15 USD, condition will not matter on these. In general with scarce precancels, condition is relatively unimportant.
