Precancels On Transportation Issue

On the Transportation Issue stamps (and other issues), several varieties have black pre-cancels (2 horizontal lines and sometimes text). If the pre-cancel is off-center (vertically or horizontally) on an otherwise well-centered design, is the stamp still considered VF?
