Just have found this strange stamp in old stamps album of my father. The newest stamp was added to this album in early 1960s.

I can't even identify even "top" and "bottom" of this stamp

not to mention even this language.

Can you help me?

Will be grateful for any information.

Tuva - sometimes known as North Mongolia - October 1926. Left-hand side is the bottom of the stamp!
