I Think This Is A Type 43?

Hello all,




I think this is a type 43; however the bars are bugging me. It almost looks like double bars. I cannot find anything in the PSS catalog that even comes close. I'm starting to think it was caused by a lack of ink on the plate. Any input would be appreciated.

Looks right to me. Don't worry too much about the bars, this is often the situation with poorly inked precancels.
