Considering the values match the postal stationery values (missing only the 1-1/2 schilling originally issued in red), I think Pagoda is on to something.

Sorry ---folks the postal stationary was in different colors or different shades .The design that was approved for postage is the 1 1/2s rose ,that is listed in the stamp catalogs as SCOTT #25 ,if I had that stamp above it would be called a proof .

I didn't take Pagoda's post to say that he thought you had postal stationery cutouts. I don't think you have postal stationery cutouts.

Klaseboer says he has seen full sheets of the same six values, and wonders if they are modern.

I agree it is a pretty page and it goes without saying that I wouldn't mind owning them. I just don't know what they are.

A seller who described his using very similar language to how you describe yours thought his 23 stamps were a scarce set.

Maybe someone who is reading along has more information.

I am 100% sure, make that 101% sure that they the work of Julius Goldner of Hamburg in the late 1890's,

From the web about Heligoland, Goldner reprints of cut squares,

There are numerous so-called Heligoland cut-squares in the philatelic marketplace. A large number of these are reprints or forgeries. They were intentionally manufactured as cut-squares and were never part of full postal stationery envelopes or postal cards.

Just substitute the word Hamburg for Heligoland
