The Cochin revenue and Bhavnagar Court Fee were never valid for postage, of course. Goodness knows how they were acquired: Cochin and Bhavnagar are a long way apart; Cochin was an important local port, Bhavnagar was a local port, too. Perhaps someone who had once been a passenger on an Indian coaster.
Cochin did issue postage stamps, at that time valid only within Cochin and the neighbouring State of Travancore. Bhavnagar never did issue postage stamps itself, although neighbouring Junagadh State
did borrow some 1 Anna Court Fee stamps from Bhavnagar in 1949, when Junagadh had run out of them itself:
