Looks "stampless" to me --even if it doesn't meet the real definition of the "pre-stamp period"

It is stampless. That's why there is a postage paid handstamp. I have a similar cover around somewhere; the marking is probably listed in one of the Canadian catalogs (I'm not a Canada guy).

Yes, but are the year date on the CDS and the wave cancel genuine or faked?

They are genuine (at least so far as I can tell from a scan). There is another example on ebay, for example.
