Pretty sure these are Russian revenues from 1920s. Otherwise I am clueless. Any help? Thanks

Yes, they are Soviet-era revenues issued in 1923.

Barefoot catalog numbers 11-13. Catalog values are 3.5 UK pounds, 7.5, and 2.5 respectively in the 2004 edition (that may be the most recent edition; I'm not sure).
